LEXINGTON, Ky. (WKYT) - For almost 40 years, the federal government has been giving select counties in Central and Eastern Kentucky money to help with emergency operations.

The money comes from the Chemical Stockpile Emergency Preparedness Program, or CSEPP.

The program ends with the closure of the Bluegrass Army Depot in Madison County, scheduled for 2025. County leaders are trying to develop plans to cover the funding loss.

“More than likely, we’re gonna have to try to impose a fee,” explains Powell County Judge-Executive Eddie Barnes. “We’re looking four or five dollars a month.”

Madison County’s proposed 911 fee is much higher. Their fiscal court recently tweaked a 911 fee proposal. They’re now recommending people pay by the square footage of their home, with the average person in Madison County paying $32 to $34 a month.

Barnes says even if they put a 911 fee into place next year, they’ll need help from the cities they serve.

If they don’t get additional funding from Staton and Clay City, Barnes says the loss from CSEPP will affect more than their equipment. The budget deficit, he says, will hurt their dispatchers.

“The problem is, we had the money to pay for the dispatchers due to CSEPP paying for our utilities and communications and stuff like that, so now then, whenever CSEPP leaves, we’re gonna be paying for the dispatchers along with the utilities and all the maintenance and stuff on the building,” notes Barnes.

The ten counties affected - Madison, Powell, Estill, Clark, Fayette, Garrard, Jackson, Rockcastle, Jessamine, and Laurel - will need plans in place by next year.
